understanding will be implemented and while the city has not moved on it for six months i expect this to be. >> >> six years i expect the city to work on this and get it done in the next six months or six weeks. next is have a plan and budget and reviewed by coit and to the mayor's office and the board of supervisors. again what is fascinating about the answers and all of the agencies are across the map. some say yes. some say no. some say it's implemented. some say it's not. it will be implemented and always a cit budget but not decisions related to that budget. recommendation number six. subject to coit approval of the i kr.d t budget and staffing plans coit and the cio must monitor adherence to these plans and i think what i will say for this should be implemented within the next six months. one of the challenges we face challenges here at the board and coit and time lines and budgets keep slipping and it's important to have monitoring that continues. recommendation number seven. the cio position be elevated to this and there is significant split of opinion on what we should do

is cutting edge. and although it's been successfully implemented in other cities, it will be one of the first such installations in an urban office building. >> here is a city agency that treats wastewater, but they send no wastewater to the treatment facility. that says a lot. >> it's got a 12 gallon per day occupancy using 5,000 gallons per day with a building officing 1,000 people. that turns out to save over 2.7 million gallons a year. >> the public utilities commission runs water, power and sewer services for san francisco. we can't afford to be out of business after an earthquake. so, we're thinking about building a building. that building is going to hold our operations center and our emergency operations center for things like earth quack. that building had to be immediately occupiable. great. but we can do better than that. so, this new technology that we ended up using was a concrete building that straps basically, that goes through the interior of the building and allow the building to turn or twist as part of an earthquake as it corrects itself. >> in the course for the puc buildi

often. we announced that the entire city family take time to think about whether the existing laws should apply to the new activity or whether we should create new policies and regulations that apply more appropriately to the activity. we look forward to tackling that with the working group going forward. >> how was the turnout? >> it was a pretty huge turnout. we had about 40 hosts from san francisco, probably more than that. many of them testified. it was an incredibly moving experience. i do not think i have seen a city hearing the was that emotional. people are using this income to pay property taxes if they own their home, pay off their mortgages, pay increasing rents. our cofounders could not afford their increasing rent so they blew up an air mattress in their living room and rented it out to make rent. this is incredibly important as a source of income for our hosts. if you are taxing at 15%, we need to do so thoughtfully. >> what was the treasurer's view? how is it different from yours? >> we do not know what the treasurer's view is. we would love to discuss this collabora

] i would love to hear from each one of you with the city could do in terms of regulation to help your businesses. we talked about the tax issue. what with each of you say is an issue the city could help with. >> i will start. one thing we would like to see is to make parking easier. we want it to be as easy to share your car as possible, and if you when your car and the renter cannot find a parking spot, that is an issue we need to solve. there are actually great models from around the world in terms of on street parking or some sort of system to not only encourage car owners to share, but also not discourage people from using private car sharing because parking is an issue. we have been piloting this a little bit, and we hope to actually see something come out around parking. obviously, the other issues we have discussed impact any of the schering economy companies. you could also see opportunities to educate the public or just gain awareness for the services through the city and existing programs. >> i forgot to repeat the question, but the question is -- what regulations to the com

the truth about $55 million in tax revenue. nightlife is the only significant industry in this city that sometimes gets treated at times as it is a nuisance, a problem to be managed. and of course, we have to focus on making sure it is safe and that people are complying with the laws and that we are not having shooting. but when you get so focused on combating the negatives -- every industry has the negatives. you can sometimes lose sight of the positives and we know there are a huge positives for nightlife in the city. we know that a lot of our street shares are at risk -- street fairs are at risk of being given fees to death. we have completely outdated the planning commission like that mission how are used district, which makes it extremely hard to do anything alcohol related in a big swath of the mission. there was a bowling alley that wanted to go in at 17th and van ness and they were not going to be able to do it because they would have been banned from even selling beer. that is the tip of the iceberg in terms of planning provisions that make it hard to foster a knife in the

was considered state-of-the-art throughout the world, and is still in use in many cities today. but cities constructed these systems before treatment was the standard. and even today's largest treatment plant doesn't have the capacity to treat the sudden volumes of water rushing through a combined system during rain. the plant is overloaded, and the excess rainwater, mixed with untreated raw sewage, is diverted straight into local waterways, creating a combined sewer overflow, or cso. there are over 700 communities in the united states with combined sewer systems. the other approach was to separate wastewater from stormwater, using two pipe networks. this separate system simply carries the stormwater away from the city. but even separate systems pollute the watershed. in developed areas, concrete and other impervious services prevent water from naturally soaking into the land. as the rainwater moves over the roads and concrete expanse, it captures trash and invisible chemicals, sending them straight to the nearest waterway -- untreated. when engineers first designed america's water infrast

and it's a transition for a organization. i think like a battle ship city government is not easy to turn quickly. it's going to take us years of hard work and partnership and dedication to make that happen. i think we are forging those partnerships. i think there will be debated about centralize and decentralization but in the interim period or department heads make a determination about that i think it boils down to partnerships and i think department of technology and cio and coit we spend time creating these partnerships and the consolidation project is a great one. i also want to acknowledge the airport and the emergency management center and we have a great partnership with. we have a great partnership with labor and reclassify it positions and training program whereas in the past it was done on a department by department basis so i think we're creating those partnerships for success, but i think at the end of the day it's a transitional challenge for the organization to go from thinking of itself as minicorporations as they view themselves at times in independent departments to

other cities are watching san francisco. what we do here will influence them, and that could change the world. there are a lot of questions, too. the sharing economy waits to be shaped by policy. it is in its adolescence. this is a transformative moment. it is waiting to be shaped by policy, but for whose benefit? we believe it should be shaped for the benefit of as many people as possible, and especially for those who need it the most. . we also need new regulations, not simply application of the old. otherwise, the sharing economy will fail to meet its promises. 30 of things that are the biggest threats to our society. i will open a panel -- there are two things i think are the biggest threats to our society. i will give you a high level brief of the sharing economy. there is no textbook definition of the sharing economy. we will then begin the panel discussion which will last for 45 minutes or an hour, however long you want it to last. before i dived in here, raise your hand if you are familiar with at least one of these books. i highly recommend all of them. the one on the end i

we need them in the city at 2:00 a.m.. from the entertainment commission side and a lot -- mayor's office, if i could grab his attention, this is a longstanding issue that is very important. >> of the next question is written in red ink, on pink paper. to the police, what is the official stand, or your opinion, on the expansion of last fall to 4:00 a.m. ? >> i will feel that one. it is not a case by case basis. we have to take into consideration, if you're going to have last call before 4:00 in the morning, the impact it will have on community and traffic, the impact it will have on the people outside the venue, it has been case by case. i know that just about every venue once and after hours permit. we are trying to allow those as much as we can. we have been permitting them. however, with the stipulation to come back in six months 12 months to reevaluate. we are trying to keep those down to two days, three days per month. i know that they can get to that. it is just a matter of the impact that will be had on the community as a whole. it is not something we have had ever. wax je

. it means hiring mistakes can be corrected easily. it's done elsewhere in the city. lawyers and our attorney departments do have at will status for the same reasons as we find with technology. isn't it worth the effort to match talent with what is needed? culture is a mighty force. it provides comfort in it's traditions. it's a safe haven u because it's tried and accepted. it's reinforced because it's troublesome to change but culture all blinds to the other ways of doing things evening if the other ways hint of doing better. it stifles and shuts down i thinking. it doesn't anticipate the unintended consequences of changing times. this grand jury is not the only voice that called more direct relationship between the city cio and budget leaders or a budget plan or urged reform to technology practices so they match the dynamic technology world, or any of the other recommendations in our report, but the way things are done around here is so embedded in san francisco government culture that the potential benefits to the san francisco community that have been raised, not just by u

records of any kind relating to discussions with any other agencies. the references to the san jose city attorney's office are dated 9 months after that. but i think what is really important is that there is a, i think, a reference in an e-mail that it was mr. st craw who spoke to the city attorney about taking these cases. so what we don't know is how this magically happened, nine months later. there are also no e-mails or other written communications of any kind internally within the staff or with any of the commissioners with one exception which i will give you in a moment. so there is no way to track how this all came about. >> it is obvious that none of you were directly involved in the decision, which considering that it involved your... it had to be completely transparent and it had to be one that everybody would accept. i did find an e-mail from the chairman. it surprised me. it said, it went to mr. san croy. read shaw's complaints is there not any reason that we can't release san jose's analysis about why st san croy's allegations fall. i don't know much about ethics but i know

attention to what they said, and they came up with a pilot plan which gave money to the city, and cabs to drivers -- allowed drivers to retire and continue to list. however for the last year -- i mean director's contention they balanced all aspects of the transportation industry does not seem correct. they have -- i don't know what he's done with the buses and the bicycles and the rest of them, but the mta board had a change. personnel and they stopped listening to anything the cab drivers said. people made reference to the taxi advisory council. this was a body that met for two years and came up with 60 or 70 different suggestions on how to improve the business, and the mta board gave them 20 minutes to deliver that thing. nobody on that board even listened to what is going on in the taxi business. the only abiding rule they're interested in, the balance is balancing their checkbook. this is quite obviously taking money away from cab drivers that they would have gotten from the 150 medallions. these people would have retired on. most are in their 60's and without the medallion

of the other cities that have gone through this, their rates have gone up significantly. the federal government provides a number of grant programs but the bottom line is, you know, it's not enough. there's a massive need of money out there for wastewater and water infrastructure improvements around the country. narrator: the struggle for funds is as great in small towns as it is in metropolitan areas. oberstar: the federal government has let down municipalities. the first investment under the '72 clean water act was to deal with the biggest waste streams. and after a period of six or seven years, to then go to municipalities under 250,000 population. but that was just about the time when the federal government converted to a loan program. so smaller-sized communities have had to deal with repayable loans. a larger cost on a smaller tax base, and, arguably, less affluent communities. man: sewickley township is a rural farming community, however, herminie itself would be considered to be the downtown area of the township. it's the agways, the auto-parts store, the bank. it's your typical small-t

of an enabler this body has been, it enables city bodies and personnel to evade their daoulties under the law and to hide that from public scrutiny. the whistle blower laws are not be used to protect the whistle blower but to protect the target. they are being used to hide the true facts of the investigation and to allow the city agency and employees to evade their actions. they hide the extent and the validity of the investigative process used by the ethics staff and the public records law are always intended to disclose rather than conceal public matters. instead these laws are purposefully misinterpreted to protect the agencies in question but also the ethics staff. as far as you not having a conflict of interest, let's look at the arts commission when they got the report from the civil grand jury that listed what they had done, including spending $300,000 on things that they had no legal authority to do so. charging fees, that they had no legal authority and fire the cultural director and replace the head of the commission. the bottom line is if you were a commission and you were in charg

of the city through -- glimpes of the western side of city through a thick trees. the lake is ada accessible. it has a peaceful atmosphere where you can enjoy a warm day. walk along the lake and watched many ducks, and swans, and seagulls. it is a tranquil spot to stroll, enjoy each other's company, and sail away. many couples come here to take a ride around the lake, floating under the bridges, past the pavilion and waterfall. for a quiet getaway, it makes for a memorable and magical experience. located on 19th avenue, this grove is the place to wear your hiking boots, bring your family, and bring the dog because it has so much to offer you and your loved ones. it is a truly hidden gem in the city. the part is rich with eucalyptus trees. long paths allow you to meander, perfect for dog walking in a wooded environment. >> i enjoy this base and the history behind it. the diversity that exists in such an urban city, the concrete, the streets, cars, we have this oasis of a natural environment. it reminds us of what san francisco initially was. >> this is a section for dogs and plenty of parking

that i as the first all hazards emergency plan that we wrote for this city. it was praised up and down the coast. you have a better one now, and could you reach that little book on top? yeah. and in my navy training -- when you get in an airplane you don't get in and the key in. you put this on your lap and do all the check offs. well, having been a chief executive i know their lips get tired when they read more than one page. sorry, but you know, but anyway i put this book together, and i mainly for the mayor and his primary assistants, so when bad stuff happened in the middle of the night you could pull this off of your bureau and go to the first three or four things that you have to do in order to save lives and property, and i understand this has a grandfather. okay, which is great. so thank you very, very much. it was a labor of love. i like doing things. i like doing things when people tell me i can't do them, and i like working with people who are different and boy did i ever get a load of that here, and it was wonderful, so thank you mr. mayor. you're very kind. than

do find it meaningful that the city attorney reminds us that we have no legal conflict either individually or collectively. i have no obligation to the executive director, the executive director obligation is to the commission as a group and to the city and county, not personal. i can understand why we don't have staff to investigate their supervisor, that makes complete sense. so in trying to... i just want you to create a window where we didn't just rush to do something that thoughtful people were flagging for. but as we were trying to construct it, as a question of legal conflict and of our confidence to do it and our responsibility to do it, which is the other part mr. gibner raised. there is the past practice, the past example involving the deputy director, where we did seek counsel from others so that it would not be a staff colleague doing the investigation, but this body handled it. and i quite honestly can't remember if i was on at that time, and if so, whether we analyzed this, i came on in 07, probably not in time for that item. and i think that it is fair for peopl

class city and world class region to host it. as a kid who grew up here in san francisco and in the fall to trek every sunday to candlestick park to watch the 49ers play, now this is such an exciting time that we get to have the chance to host the event that we only got to watch on tv for the past few decades. what an incredible time for our city. even if the super bowl's played down the road in santa clara, for us, these are the san francisco 49ers. always have been, always will be. san francisco 49er fan also be so excited and come together as a region and city behind this. it will have enormous impacts, bringing the neighborhoods together from sunset to bay view. think about the thousands of jobs. hundreds of millions of economic activity for our city. more importantly the opportunity to display san francisco on the world stage. when we had america's cup a few weeks ago, and nbc broadcast the bay and events live on sunday, we couldn't ask for better pr event anywhere than what we achieved that sunday. now we get to do it on the world stage to host the biggest sporting event in the wor

the epd back in the '90s were willing to take action under the clean water act to make the city fix its plumbing. so in 1994, we started upper chattahoochee river keeper. we filed a clean water act lawsuit. in 1997, we won. and so for the past decade, the city has embarked on a program to clean up the river. now, with 1,800 miles of sewer system, three sewage plants and combined sewer overflows, it took a number of years to figure out what would be the solution. we are facing a crisis in infrastructure. bethea: a huge change came about when mayor shirley franklin became the mayor of atlanta. we're having to choose how to spend our money. i named myself "the sewer mayor," and i wear that title very proudly, because, without wastewater infrastructure and drinking water infrastructure, the economy will stop. we did a major outreach. we trained an outreach team, who went to every community meeting, to educate people on how bad the crisis was. not only did i tell people that we'd have to raise rates, i told them we'd have to tear up the city to repair this infrastructure. man: you can't simp

feel it was worth commenting on the civil grand jury report. what exactly do the citizens of this city get for this $6 million a year? if you kind of price it out, this commission, its operation costs us a half a million dollars a month. half a million dollars a month. and what we just saw, which to me was just a rude goldberg throw it together we have no idea what we are doing, so let's just put something together now and hope to hell it works. i think that the board of supervisors saved your behinds because if they had voted to remove the sheriff it would have gone back to court and the judge would have said, recall is the way that you over turn a lawful election, not this put together, jury-rigged mistake for a procedure that you somehow tried to publicly defend. and if you break it down another way, we stand with your 17 employees in this report, 352,000 dollars per employee per year. and i will be honest with you, i come to these meetings and i can't see you doing a damn thing to make this city any more ethical, or any more open, in fact, what you just did in the last case was say
